Unit Calculation and Validation Rules:

• Round Check-In and Check Out times to the nearest 15 min mark

• Use the rounded times to calculate billable 15-minute units

• Compare the number of units against scheduled number of units

• Flag if the unit discrepancy exceeds the tolerance threshold
